Film & Photo Guidelines

The World Trade Center campus is an iconic location that welcomes media, film crews, and photographers. Due to the sensitive nature of the site and its security protocols, all filming and photography must adhere to the guidelines outlined below. Please review the below information regarding media, prohibited and permitted locations, how to obtain a permit, and intellectual property. Any questions please contact us.

 

Media inquiries and filming in public areas of the World Trade Center campus require written approval from the Port Authority Press Office.

Permitted Media Areas (with approval):

  • Oculus (main floor and public plazas)
  • Liberty Park
  • Oculus Plazas (North and South)
  • 2 WTC Plaza
  • Cortlandt Way

To Obtain Approval:

  • Valid media credentials must be carried at all times.

For Adjacent or Affiliated Locations:

Filming and photography projects outside of credentialed press activity and/or  do not require additional licensing agreements (see Intellectual Property Assets & Licensing below) require submission of a Short Form Photo Permit.

Steps to Apply:

  1. Download and fill out the Short Form Photo Permit
  2. Review all terms and conditions before submission
  3. Submit and attach the fully completed form in an email to WTCInquiries@panynj.gov

Note: All permit requests require a 10 business day review and approval process. Permit holders must follow World Trade Center campus Rules & Regulations and remain in approved areas only. Those who do not follow this process will be flagged by security and not allowed to shoot at World Trade Center campus. 

Permitted Areas:

a. Cortlandt Way
b. Liberty Park 
c. South Oculus Plaza 
d. North Oculus Plaza
e. 2 World Trade Center Plaza 
f. Oculus Floor (main concourse)

Prohibited Areas:

g. Vehicular Security Center (VSC)
h. All “back-of-house” areas
i. Vertical transportation: elevators, escalators, stairs, and ramps
j. Grade projections (east and west sides of Oculus)
k. Fulton stairs and Grand stairs
l. Liberty Park ramps/stairs
m. Westfield concierge desks
n. PATH track levels and fare zone (beyond turntiles)

Key visual and architectural assets across the World Trade Center campus are Intellectual Property (IP) owned by the Port Authority of New York and New Jersey.

This includes but is not limited to:

  • The Oculus
  • 1 World Trade Center
  • World Trade Center logo 

Use of any images, video, or likeness of these assets for public consumption, commercial, or promotional use without permission is strictly prohibited. Approval for such usage may require additional licensing fees or a separate agreement.
